the political economy of human resource management in Congo’s civil service
Your research is part of the FWO-funded project entitled ‘Understanding the political economy of Congo's civil service human resource management system’, which is carried out in partnership with the Catholic University of Congo’s (UCC) Faculty of Political Science.
This project aims to explore the governance of the Democratic Republic of Congo’s civil service through an analytical framework building on the ethnographic tradition in the study of ‘real governance’, applied to the back office bureaucracy of the central administration. We will focus on analysing the politics underpinning public sector governance, particularly the system through which human resources are managed, with a particular emphasis on the central bureaucracy.
As part of this project, you undertake a PhD degree at the Institute of Development Policy (IOB) of the University of Antwerp, under the supervision of Professors Tom De Herdt (IOB), Albert Malukisa Nkuku (UCC) and Kristof Titeca (IOB).
You are ready to spend extended periods in Kinshasa (up to six months per year) carrying out field research.
The research project combines qualitative political economy analysis with quantitative analysis of human resource management data, and you have familiarity with both types of research methods.
You contribute to research, education and societal outreach related to the above-mentioned research area.
Profile and requirements
You hold a master degree in development studies and/or in related social science disciplines.
Your work is preferably interdisciplinary in nature and engages with a combination of methodological approaches.
You obtained outstanding academic results.
You preferably have experience within the Congolese civil service.
You are quality-oriented, conscientious, creative, social and cooperative.
You are fluent in French and possess the ability to work in English. Knowledge of other relevant languages is a plus.
A doctoral scholarship for four years, from 1 October 2020 to 1 October 2024;
A gross monthly scholarship ranging from €2.447 - €2.596;
A dynamic and stimulating work environment.

A pre-selection will be made from amongst the submitted applications. The remainder of the selection procedure is specific to the position and will be determined by the selection panel. The selection interview will take place in Kinshasa on 15 May 2020.
